【摘要】 高新技术产业的集聚与发展需要良好的区域创新环境,而区域创新环境的营造离不开政府作用。政府作为区域创新环境的建设者,间接参与创新过程,并引导和影响区域创新主体的创新行为,对高新技术产业的集聚与发展起到至关重要的作用。本文以北京为例,重点分析了近年来北京高新技术产业集聚与发展中的政府作用,包括改善地方软硬环境、促进官产学研协同创新、推进孵化器建设以及实施"首都248重大创新工程"等。同时,本文也分析了目前北京高新技术产业集聚与发展中的问题,并指出进一步推进北京高新技术产业集聚与发展中的政府作用,包括把握北京城市发展重大机遇,加快城市软硬环境建设;继续推进"首都248重大创新工程";健全法制环境;增加科技投入,鼓励技术创新,通过政府购买等措施扶植重点产业发展,以及密切官产学研联系,完善产学研合作机制,培育重视合作与交流的地方文化等。更多还原

【Abstract】 Development and agglomeration of hi-tech industries rely on a f avorable regional innovation environment.As a builder of regional innovation en v ironment,local government joins in the process of regional innovation indirect ly by affecting the regional innovation behavior,which makes local government impor tant to the development and agglomeration of hi-tech industries.Taking Bei jing a s an example,this paper analyses the function of local government to impr ove the development and agglomeration of Beijing’s hi-tech industries these yea rs,which includes ameliorating local environment,facilitating cooperation in in novation among enterpreses,universities and other analyses the problems existin g in the d evelopment of Beijing’s hi-tech industries at present and summarizes the actions of Beijing’s local government to further improve the development an d agglomerat ion of Beijing’s hi-tech industries,which include keeping on "the capital 248 M omentous Innovation Project",accelerating the construction of Be ijing’s infras tructure,improving legal system,increasing R&D input,encouraging technological i nnovation,and propping up pivotal industries by government purch asing,etc.更多还原
