【Abstract】 The administrative personnel, as an important component part of human resource in the science and technology fields, play a key role in the development of S&T. With the development of knowledge economy and the speedup of the economic globalization, the administrative personnel are facing a great challenge--whether they can meet this challenge will have a serious impact on the technological progress and the realization of the strategy of our national prosperity by education and science.
