【Abstract】 E-governor aims to achieve the innovation both management and technical,with the management in-novation is previous problem.In this paper,a multi-objectives system on E-governor was given,.and a E-governor mode with build order was showed.Based on state-transfer model of government administration system,system,the concept about maturate degree,maturate space,effectiveness evaluation were proposed.Then a mathematical model for the effectiveness evaluation problem has been developed within maturate space.Finally,We discuss how to improve the effectiveness of E-governor.更多还原
