【Abstract】 This paper looks back on the key point of argumentation on library legislation for the recent 20 years, analyses the main factors of slow legislation process:the initial guiding ideology was not clear and definite,it didn’t stress to ensure the reader’s interests,and in sufficient propaganda,either. the whole people had a weak mentality of library legislation;this paper suggests that the current focal point of library legislation should be on propaganda,and the focal point of propaganda should be heightening the whole people’s understanding of library legislation.更多还原
