【摘要】 为了加强对区域性外债的监管 ,本文运用现代统计方法 ,以重庆地区为研究对象 ,从银行结售汇和外汇账户两个方面对外债规模进行分析 ;确定了外债结售汇为资本项目结售汇的监管重点 ,尤其是对外债售汇规模的监管 ;进一步论证了不同时期外债提款规模对本期外债偿还规模的影响 ,并且还说明了汇率变动会引起区域外债规模的变动 ;由此结合重庆地区的实际情况 ,提出了关于地区外债监管的对策建议。更多还原

【Abstract】 In order to strengthen the control and surveillance over regional foreign debts, the paper uses modern statistic methods to study the scale of foreign debts from the dealing of foreign exchange and the accounts of foreign debts in Chongqing. The paper concludes that the dealing of foreign exchange is one of the emphases of the control and surveillance over the capital account, especially the sell of the foreign debts. The paper also studies the relation between drawing and repayment of foreign debts and discusses the effect of the fluctuation of exchange rate on the current scale of foreign debts. Finally, the authors put forward the suggestion about the control and surveillance over regional foreign debts according to the fact of Chongqing.更多还原
