【Abstract】 This paper is the result of an investigation sponsored by the Institute of Higher Education Study of Yanshan University. It can also be taken for an theoretic discussion of how to promote the "knowledge.ability.quality" oriented process of foreign language teaching and learning in Chinese colleges.
