【Abstract】 Exercisi ng discretion in administrative enforcement should follow legitimacy principle and rationality principle,looking after both justice and efficiency.In order to ins ure the exercise of it fairly,we should,on one hand,strengthen the law enforceme nt official’s law idea,increase the law consciousness and the morals level;on t he other hand,establish the related system and make duty clear,with this control the law enforcement official to exercise it reasonably and legally.更多还原
