【Abstract】 Environmental afforestation is an important index that is acknowledged to measure the environmental quality which is superior and inferior. But the budgetary of the afforestation has been always carried out in the traditional way: afforestation area covers the percentage of the total area that is existed, namely, afforestation rate. The budgetary method doesn’t have the meaning of environmental science and ecology.
