【摘要】 政府信息公开是一个范围很广的问题 ,又是一个势在必行的问题。“非典”事件更推动我们来进一步研究这个问题。文章从“非典”与政府信息公开的关系开始 ,通过信息公开的内涵及法理基础 ,信息保密的原因和危害这两个角度出发来研究政府信息公开的必要性。并从实施信息公开 ,制定信息公开立法等几个角度进行信息公开探究。以期能够推动我国政府信息公开立法步伐更多还原

【Abstract】 The publicity of government information is a wide matter and imperative.The“SARS”gives us an impulse to study it further.The essay begins with the relationship between“SARS”and publicity of government information.Then studies the necessity of publicity of government information through discussing the conception and the basis of legal principle and the reason and harm of keeping information secret.Furthermore it probes into publicity of information from the point of view of carrying out publicity information and legislation on publicity of information so as to give an impulse to legislative pace on publicity of Chinese government information.更多还原
