【Abstract】 The “going_out” policy is a long-term strategy put forward by the Central Party Committee to accelerate economic development. The key content of the strategy is to expand investment abroad, to trade multi-nationally, to contract international projects and to export labor services. The “going-out” policy is the objective requirement of our economic development and international capital circulation law. To implement the strategy, primarily we should be guided with the “Three Representatives”, keep up with the time, strengthen the sense of duty and the urgency of “going-out”. Meanwhile, we should insist development is the most important task and the spirit of the absolute need by displaying advantage, maximizing favorable factors and minimizing unfavorable ones, and taking the effective measure.更多还原
