【摘要】 探讨了构建船员管理信息系统,依托信息技术对船员实行有效的动态管理。在系统开发、用户访问和安全设计等主要方面初步论证了管理信息系统的技术可行性。研究表明,应用网络的开放性和交互性,能够充分发挥网络联系政府、船公司、船员的实效,在船公司与船员之间以及政府管理机关与船员之间建立一种新型的服务平台,在全国范围建立快速的、优良的船员管理信息系统,从而进一步提升我国航运服务业的国际竞争力。更多还原

【Abstract】 This paper discusses to build a manning information system which could be used in the dynamic management of seafarers. Depending on the development of the system, visiting by the user and the safety design, it reasons the feasibility of the system. The result of the study on the technology indicates that the opening and exchanging of the system could fully exert actual effect that the network would connect the administration, shipping companies and seafarers easily, and make a new interface between the shipping companies and seafarers, the administration and seafarers. The system could cover the whole area in China and provide a fast and effective manning information system, which would improve the competition of Chinas shipping industry.更多还原
