【摘要】 论文研究了衡阳市的土地利用现状和土地利用结构变化的总体特征,并着重通过构建灰色系统动态模型,预测了2005和2010年衡阳市土地利用结构的变化趋势,以及由此而对该区域土地可持续利用的影响。结果表明:衡阳市在未来的10年内,随着社会经济的进步,农村小城镇化的发展,土地可持续利用仍存在不少问题,如耕地资源仍将继续减少,人地矛盾日益尖锐;城镇土地利用效率低下,非农建设用地对耕地保护冲击强烈;农地尤其是耕地质量将持续下降,人为水土流失将进一步增强。据此,论文最后从合理协调城镇建设、乡村居民点建设与耕地保护的关系,调整农业政策、加大科技和资金投入,优化农业用地组合、强化水土保持机构的行政主管地位,开发宜农荒地、提高土地利用率等几个方面提出推进衡阳市土地可持续利用的政策建议。更多还原

【Abstract】 WT5”BZ]This paper studies the character of land use status and land use dynamic change process of Hengyang city.Based on grey systemic model founded,the tendencies in 2005 and in 2010 of land use structure change of Hengyang city are predicted,the impacts of which on sustainable land use of Hengyang city are analyzed.The result shows that in the coming 10 years there are still many questions in the sustainable land use process of Hengyang city with social and economic progress and development of township and village urbanization.First,the more and more obvious contrast between population expansion and cultivated land shrinkage has been found.Secondly,the efficiency of city and town land use is still quite low and the protection of cultivated land is facing with the increasingly strong conflict from non-agricultural construction such as urbanization,township and village infrastructure construction.Thirdly,the quality of agricultural land,especially cultivated land will continue to drop.Fourthly,soil erosion caused by mankind activities will continue to increase.In order to realize sustainable land use of Hengyang city,the following measures are suggested.First,the relationship between urban,township and village constructions and the protection of cultivated land has to be further coordinated.Secondly,the agricultural policies should be adjusted so as to prevent cultivated land from degradation in quality.Thirdly,agricultural land structure should be optimized and the administrative status of the water and soil conservation organization should be strengthened in order to prevent soil erosion.Finally,the agricultural wasteland should gradually be developed and the land use ratio should be enhanced.更多还原
