【Abstract】 The value of constitutional procedure closely relates to the characteristic of the norm of constitution. It also reflects that the subject of the inherent value of constitution meets the need of subject which is shown off during the exercise of constitutional procedure. It is the value in solving the conflict of the value of constitution, which is principally shown as such values as reason of procedure, justice and dignity, order and freedom, and efficiency and impartial.
