【Abstract】 During 1989-1991, individual private economy fall into morass because of the variation in economy and politics. The adjustment on macro-economic policy and the variation on political situation toss the sector of self-employed and private enterprise into abyss. The influence of policy in economy and politics and perplex in theory constitute the deep reasons for the economic morass.
