【Abstract】 The market for the right to explore minerals and to mining is the key integrant of socialistic market economy. Cultivation and regulation of the market for the right to explore minerals and to mining are not only the radical ways to change the methods of mineral resources exploitation and management, but also the strong power to drive mineral industry economy whole opening, developing healthily and orderly.
