【Abstract】 According to overall plan requirements of "Digital Yellow River", the safety monitoring system of Yellow River’s flood control project should be built, and monitoring information that is required should be defined. The project is assigned to counties、municipalities and provinces, and Yellow River committee three levels management function. They should know practical operating state of the project, forecast its risks and safety targets, and analyze the operating state promptly and accurately.
