【Abstract】 The school-based management and independent management are two kinds of managing mode proposed by western countries and China in late 20th century. They are the products of the transition from "outer controlling management" to "inner controlling management". There are some phases to be compared, because the two modes are restricted by the difference among situations of the countries and historical conditions.
