【Abstract】 The State Council of PRC launched the second round of telecommunication reform on May 2002. Its purpose is to create a virtual situation for the competition in telecom trade by partitioning and rebuilding the state owned telecom enterprises. This essay intends to compare the background, current status and the characters of this round of telecom reform with administrative monopolization, so as to point out that the current reform did not transform the situation of administration monopolization.
