【摘要】 马克思在总结巴黎公社的经验时 ,曾高度评价其政权建设的基本原则 ,并提出“公仆”这个概念。本文认为 ,是否具有“公仆”意识 ,实际上是无产阶级政权与一切剥削阶级政权的本质区别 ,而胡锦涛在西柏坡的讲话 ,则不仅体现了中国共产党“立党为公”、“执政为民”的宗旨和“三个代表”的重要思想 ,而且给“公仆”意识赋予了具有时代特点的内涵。文章分析了胡锦涛所强调的“权为民所用”、“情为民所系”、“利为民所谋”三者的内在联系以及当前在党政干部和公职人员中强化“公仆”意识的现实意义与存在的问题 ,并就相关问题提出了相应的对策更多还原

【Abstract】 In summing up the experience of the Paris Commune, and speaking highly of the basic principle in establishing their government, Marx used the concept of public servant. The author of the present paper claims that the sense of public servant actually constitutes the essential difference between the proletariat power and the exploiting class power. Hu Jing_tao’s speech at Xibaipo reflects the Party’s aims of building the Party for the interest of the public and holding the power for the interest of the people and more importantly, Hu in his speech gave new connotations of our time to the sense of public servant. The author of this paper analyzes what relationship Hu emphasizes between the notions of “the power to be used by the people”, “the heart is tied to the people” and “to gain interest for the people”. While pointing out the significance of advocating sense of public servant among officials of the Party and the government, the paper also proposes some countermeasures against problems among the officials.更多还原
