【Abstract】 People admire the conscience law and look forward to the rule of the conscience law. In this warm desire, however, they forget that the rule of the conscience law also need the suitable ruling environment. It is embarrassing reality , when the conscience law is enforced, that the conscience itself is probably doubted because of the poor legal environment. If the conscience law encounters the deliberately mistaken perception, it will enter into an evil rotation terribly in jurisdiction.
