【摘要】 我国中央—地方关系制度变迁与经济体制转型紧密联系 ,其路径体现为:由计划经济模式下的中央政府推进转向双轨制下地方政府推进 ,最终过渡到市场推进下的中央—地方关系制度变迁。我国中央—地方关系的死乱循环本质上是经济制度的不稳定状态在政府体制上的一种折射 ,因此应从战略角度出发构建完善的社会主义市场经济体制。只有完善的市场才能反馈供给并扩大中央—地方关系调整的社会资源总量 ,构筑国家能力提升的战略基础。更多还原

【Abstract】 Abstract>The system change in the relationship between the central and local government(RBCALG)is inˉterlocked with economic system transition,which finds its expression in the transition from promotion by the central government within the frame of planned economy to the promotion by the local governˉment under duals and finally in the system change in the relationship,occasioned by the promotion of market,between the central and local government.Essentially,the random cycle of RBCALG is a reˉfraction of the unsteadiness of economic system upon government systems,and therefore in perfecting socialist market economy system we should take the long-range strategy as our starting point.Nothˉing but the perfect market can supply and enlarge the aggregate social assets-for the adjustment of RBCALG,laying the strategic foundation of augmenting our state power.更多还原
