【摘要】 效用是制约中小学教师继续教育可持续发展的关键因素。中小学教师继续教育各主体的预期效用是有差别的,但其实现却是相互关联的,构成了一个"效用链",其中,培训质量是关键,当地政府和国家教育部的政策与条件是前提。继续教育管理策略的核心就在于效用整合,特别是对预期效用的整合,而投入、回馈、质量及工作表现则是效用实现的最为重要的保障。国家有必要率先承担起效用保障的责任。更多还原

【Abstract】 Avail is the pivotal factor to affect the continuous development of the further education of primary and middle school teachers. Although there are differences between anticipatory avail of every principal part in further education,their reality is relevant and constructs an "avail chain",in which the training quality is the key point,the policy and conditions of the local government and the National Education Department is the premises. The core of the further education management policy lies in the avail coordination,especially,the anticipatory avail coordination. The investment,feedback,quality and working performance are the most important guarantee to the realization of avail. It is the government who should shoulder the responsibility to guarantee the avail.更多还原
