【Abstract】 The contradiction between the increasing demand for public service and the limited supplying ability of the government has forced each country to carry out a market-orientated reform within its public service trade. Due to its none-profit, volunteering and flexibility ,the third sector has the advantages of lower cost but higher effectiveness than the government.
