【Abstract】 With the progress of urbanism, sewage treatment becomes m ore and more important issue before people. How to change the traditional model of building-operating-management, leading into market mechanism to improve econo mic results and social results is critical. In recent years, we have made som e progress in some extent and have explored new forms, among which the model of BOT is a new direction in financing.
