【摘要】 在实施“依法治国,建设社会主义法治国家”的历史进程中,依法行政占据着不可替代的重要地位和作用,也是政府法制建设的重中之重。本文依据国际形势的深刻变化和党的十六大精神,着重就依法行政现状、转变依法行政观念、全面提高执法队伍法律素质和开展行政法学研究等问题,作了一些浅析,提出了一些建议,目的在于使“严格依法办事”、“法律至上”等现代法治观念得以确立和体现,以促使政府工作尽快全面纳入法制化、规范化轨道。更多还原

【Abstract】 In the process of ″ administrating a country in accordance with the law″, administration plays an indispensable part and is the focal point in the construction of the legal system of the government. In terms of the tremendous changes of the international situation and the spirit of the 16th National Congress of the Communist Party of China, this article makes an analysis of the issues of the present condition of administration, the transformation of the sense of administration, the improvement of the quality of the law-enforcement staff and the conducting of the research of the administration law. In addition, this article makes several suggestions with the aim of the establishment and embodiment of the modern sense of ruling by law such as ″enforcing the law strictly″ and ″the law being supreme″ so that the government work can go to the track of legality and standardization.更多还原
