【Abstract】 The promulgation and implementation of the Standards for the Valuation of Bills of Quantity of Construction Projects as a national code signifies that China’s reforms of the management system for construction costs has entered a fresh stage. This paper provides a comparison between the bill of quantity (BOQ) valuation model and the traditional norm model, expounds the advantages of the bidding system under the BOQ valuation model, proposes the path forward for the reform of the bidding system under the boq valuation model, and identifies key areas in the BOQ-based bidding process which are in urgent need of solutions.)更多还原
