基于智能工程的风电发展政策研究方法

【摘要】 文章对风力发电政策研究的特点及方法进行了讨论,针对经典政策的研究方法难以进行知识表达和机器识别、模糊推理和政策解空间智能寻优的问题,提出了一种基于智能工程的政策定量研究和模拟的方法,并应用该方法建立了风力发电政策的计算机模型,进行了风力发电政策的智能模拟和各种政策的技术经济特性比较,算例结果表明了该方法的可行性。

【Abstract】 The characteristics and methodology of theresearch on developing strategy for wind power generation in China is studied. According to the problems that it is rather hard for classical policy research method to conduct theknowledge expression, machine cognition, fuzzy reasoning and the intelligent optimization in solution space of policy, anintelligent engineering based method for quantitative research and simulation of policy is presented. Using this method amathematical model for the policy of wind power generation is established and the intelligent simulation of wind powergeneration is performed. On this basis the techno-economical features of different policies are simulated and analyzed. The results of calculation examples show that the presented method is feasible.
