当量电价体系及相关制度设计(五)AGC的当量定价与考核及其保证金制度

【摘要】 市场条件下电力库要向发电商购买自动发电控制 (AGC)辅助服务。文中发展的AGC当量电价法首先利用概率学实用当量电价法 ,日前评定出次日各机组AGC的容量成本价值 ,以及为此预留AGC容量的机会成本价值 ,而次日各机组AGC的总价值是这两者之和。文中用一个简化方法作上述叙述 ,回避了较复杂的随机生产模拟技术。同时建议了一个保证金制度 ,即在日前支付中先持留上述AGC总价值 ,日后经过考核再返还。AGC当量电价法利用当日机组收到的AGC指令和有功出力的实时记录 ,计算它们每小时的统计学的相关系数 ,依此实现日后考核与返还 ,包括了奖与惩。文中还讨论了应用中的若干问题。新方法充分发挥了当量电价方法的长处 ,也能体现AGC平衡负荷随机波动的本质 ,其保证金制度又是市场上有效的制度

【Abstract】 The power pool should purchase the AGC (Automatic Generating Control) ancillary service from the units in power market. At first, the day ahead AGC service values of units are evaluated by a probabilistic EVE method, which are consist of two components, the AGC shadow capacity cost and the opportunity loss cost for AGC capacity withholding. At second, a quality assessment method of AGC service is developed. According to the operation record the correlation coefficient between AGC command and practical generated power of unit is calculated to assess the unit’s AGC service quality. Then the AGC value is returned to each unit. Government regulates the reconciliation (revenue and expenditure balance) of AGC service using a coefficient. Based on the method mentioned an earnest money system is suggested. This project is supported by National Natural Science Foundation of China (No. 59937150).
