【Abstract】 since year 1997, the net income of farmers of Dalian has been rising slowly. The major causes are that firstly the agricultural structure is not rational; secondly, the tertiary industry develops slowly, education in the rural areas lags behind and the farmers have to should heavy burden after paying taxes.
