【Abstract】 ?In the light of the dual nature of scientific and technological application, this thesis confirms the positive meaning of Technology of Genetic Engineering (TGE) to human life and health, on the one hand. It also analyses the harm of hysteresis that TGE brings to human for its uncertainty in security, on the other hand. It further points out that a series of ethical problems such as genetic resources, genetic discrimination that put forward unprecedented ethical challenges for the development of TGE.
