【Abstract】 The birth and development of township enterprises are an influential system change and innovation in Chinese social reform and modernization. This paper attemts to analyses with the trading cost theory in institutional economics the causes township enterprise systematic change and the rationality of system formation as well as the restricting factors for township enterprise system innovation under the new situation.
