【Abstract】 With the rapid urbanization in China, leapfrog development strategy is to some extent a popular practice for cities. It is almost a kind of fashionable development ideology, but in essence, it is not a requisite process in city development. To clarifying the ambiguous understanding on leapfrog development, this paper discriminates the concept of leapfrog development, then analyses the function of opportunity, government promotion and innovation in the leapfrog development.
