【Abstract】 To study the conduction of monetary policy is of vital importance to the policy making of macro economy and the operation of micro economy. Therefore, the paper analyzes the fundamental reasons for obstructing the conduction of monetary policies lies in the change of restricting environments, namely, the intensified contradiction between the tangible restriction within the financing institutions and the intangible restriction from the social credit system.
