【Abstract】 This paper analyses returning poverty factors of Chengde rural area and raises 5 specific countermeasures for guarding anti-returning poverty.We should decide and help the relieving-poverty target group,reinforce the building of infrastructure and adjust the economic structure,take the science-technology illustration and decide the aim to projects of relieving poverty,organize and instruct the shifting of country surplus labor,protect ecology,recover green cover,and realize continuous development.更多还原
