【Abstract】 An index system for the programming environmental impact assessment is proposed with 7 indices: plan content, site selection, layout, service facility, environmental content, forecast assessment and environmental arrangement. The meaning, content, organization and implementation of the environmental impact assessment are discussed in this index system.
