【Abstract】 Fiscal risk has appeared directly or indirectly in the fiscal operation at all fiscal levels and aroused the attention of the authorities concerned, especially the concern of fiscal sectors. How to prevent and resolve the local fiscal risk is a major and urgent issue for the government and financial branches.
