【Abstract】 There are many cultural conflicts and contradictions in the development of network, which determine the importance of the choice and fixed position of cultural ethics about the networkbased culture construction. The networkbased culture construction in China should, from the high plane of international culture, adapt itself to the current of the networkbased society development,seize the opportunity of networkbased culture development, and build the national keynote and the strategy for the development of networkbased culture based on our own condition. In the process of learning from the experience of western networkbased culture construction and enhancing communication and exchange with the other culture, we should adopt an open and equal attitude.
