【Abstract】 The relationship between quantity and quality in higher education has recently aroused many governments’ attention. The higher education in New Zealand faces the same problem and challenge at the turn of the century. The article introduces the problems that exist in higher education system in New Zealand and depicts the new framework of the Quality Assurance System of higher education.
