【Abstract】 With the declining of the secondary vocational education, the technical secondary schools of agriculture and forestry in the west are facing two problems - insufficient enrollment and employment. The situation and features in the western rural areas, the status of the secondary vocational schools and the trend of the vocational education have shown that it is feasible for those schools in the West to carry out the secondary vocational education. Their development should be based on the secondary vocational education and geared to the rural needs. It should be developed in a downward way. Practical techniques in rural areas should be taken as a driving force. Education about how to start a business should be viewed as their main task and flexible school system should be as their effective means. The schools should be under the way with local characteristics - integrating research, teaching with production, combining economic benefits with proper quantity of the students.更多还原
