【Abstract】 The key to car rying out the policy of running a country according to law lies in raising the c ivic legal quality. The college students are main force in future society ruled by law.Cultivating legal quality of the college students is the inevitable requi rements of the policy of running a country according to law, the market economy and the entry of our country into WTO.
