【Abstract】 Power-control equalization theory explains the basic theories of administrative law form the angle of power-control and equalization. Taking the value and aim of administrative law as the starting print and from the benignancy and malignancy of administrative power, the article analyzes the fact of inequalities in rights and obligations between administrative organ and relative person as a departing point for the new equalization theory.
