【Abstract】 Locating the vehicle license plate is very important in a vehicle licence plate recognition system. A new locating method making use of the average differences and effective peak and valley points is proposed in this paper. An algorithm for uprighting the slanted plate and an algorithm for accurately locating the top and bottom of the plate are offerd.更多还原
