【Abstract】 A correct handling of the relationship between total quantitative balance and structural optimization is imperative to raise the integrativc benefit in a management system. The author discussed three aspects of this important problem: firstly, the connection between total quantitative balance and structural optimization; secondly, the link between quantitative and structural balance; thirdly, points deserving attention in the course of realizing total quantitative control and structural adjustment.By balance, we mean a kind of relative dynamic balance, not absolute balance.
