【摘要】 本文分析了厦门海岸带资源现状和管理中存在的问题。厦门海岸带管理素来以行业为基础，实施行业管理。这种管理机制已经难以解决海岸带过度开发、环境恶化、资源开发利用与保护之间的矛盾等日益严重的问题。新型的海岸带资源管理是一种较为全面的管理方法，致力于建立综合管理体制，其中考虑到各行业部门对海岸带及其资源可能造成影响的各种活动，同时综合考虑社会、经济、环境和生态等问题，从而平衡和优化经济发展、公共利用和环境保护等各种社会需求。厦门海岸带综合管理的成功，取决于有关各方面的努力，同时也取决于海岸带资源利用的科学规划与管理策略。文章讨论了厦门海岸带资源综合管理的战略并提出若干建议。更多还原

【Abstract】 This article analyzes the current situation of coastal resources and exlsting managementissues in Xiamen. The multifarious nature of coastal management issues and the multidisci-plinary features of llkely soIutions has rendered the conventional, discipline based, sectoralplanning and management approaches traditionally practised in Xiamen,as unsatisfactory tomanage the increasingly complex lssues of over-exploitation,environmental degradation andconflicts between development and conservation in the coastal zone- The paper recommendsan integrated approach by adopting an integrated management system,considering variousactivities affecting the coastal zone and its resources by different sectors as well as consider-ing the social,economic,environmental and ecological issues in a comprehensive way,so as tobalance and optimize such societal demands as the economic development,public use and en-vironmental protection. The success of ICZM in Xiamen depends upon the commen efforts bydifferent sectors and upon the scientific planning of coastal resources utilization and the newmanagement strategies, This article also discusses the strategies for Xiamen integratedcoastal resources management and makes some relevant recommendations.更多还原
