【Abstract】 Comrade Jiang Zemin pointed out that"When we face the future competition on science and technology, it is the most important to bring forth new ideas firmly and bravely". Then he made a direction, "Qicken establishing the new scientific and technical idea system in today’s China,heighten our abilities of the new scientific and technical ideas"while he received the part academicians of "The Two Academies"and some of foreign academicians on June 1st, 1998.
