【摘要】 因国有林区多年来对天然林资源超强度开采,导致了国有林区资源危机、经济危困、环境危急,实施林业可持续发展战略的基础已受到了严重威胁,保护天然林资源刻不容缓。为了保护国有天然林资源必须采取大幅度减少天然林采伐量、变革天然林经营方式、推行林业分类经营、调整林区产业结构、稳妥分流林业富余人员等措施。理顺管理体制并建立与之相配套的运营机制,完善保护国有天然林工程的服务体系,创造宽松的外部环境。更多还原

【Abstract】 Because of overexploit of natural forest,resource,economic,and environmental crises have been resulted in state-owned forest areas,and the bases for implementing forestry sustainable development strategy have been shaken.It brooks no delay to protect natural forest resources.In order to protect state-owned natural resources,some measures must be adopted.These measures include reducing greatly allowable cut of natural forest resources,changing management pattern of natural forest,implementing forest classification management,adjusting industry structure of forest areas,shunting forestry redundant labors,settling confusion in administration institution,setting up operational mechanism,consummating service system for protecting natural forest,and creating suitable external environment.更多还原
