【摘要】 本文从人事师资管理角度出发，从一个较长远师资队伍建设规划入手考虑，突出要培养高素质的人才，离不开高素质的教师队伍，要保证高素质的教师，就需要有一套科学、严肃、有效的教师管理体制。文章着重从两方面进行思考和论述：一方面是教师合理调整和引进；另一方面是教师自身的培养和完善管理。通过对教师队伍管理的初步探讨，使人清楚师资管理制度的建立，不仅仅靠职能部门的不懈努力，更需领导的直接关心和重视及全体教师的自觉配合和支持，只有群策群力，共同维护才能成为一套行之有效的制度。更多还原

【Abstract】 This paper points out that the highly qualified teaching staff is very important for nurturing and educating talents with high quality. To have a highly qualified teaching staff we need a set of strict, scientific and effective management systems. This point of view is dealt with in two aspects in this paper: to employ and use the teachers reasonably and to make the teachers improve themselves. It also points out that to set up the staff management system depends not only on the personnel department but also on the leaders of the school as well as the teachers themselves.
