【Abstract】 To realize sustainable development strategy. the marine fisheries are facing a lot of difficult problems, the two main problems of which are: one is more vessels with less fishery resources, and the other is serious pollution along the coast and deterioration of the e cological environment. The two problems are related internally as causes and effects for each other. The essence of excessive fishing vessels is more fishermen and less catchable fish re sources, and people well equipped and powerful, and fish weak comparatively speaking.
