【Abstract】 With the socialism market system setting up and developing, the stateown enterprices, affected by the objective factors come from national macro regulation and other subjective causes. have suffered heavier burden and lower economic benefits. The range of economic deficits has increased and the amount of deficits has went up to a level which seems not to be dropped to the normal level.
