【Abstract】 A new Forward Rate Control(FRC) strategy based on the rate distortion theory is proposed in this paper, which allocates the target bits for each macroblock according to the local spatial activity as well as the bit rate, so that an optimum bit allocation method can be achieved. The result of subjective tests shows that the proposed rate control strategy improves the quality of the reconstructed pictures considerably over the conventional strategy.更多还原
